Kon is a surviving modified soul from the Soul Society. He hid in Urahara Kisuke's shop as a defective good and was sold by mistake to Kuchiki Rukia. he was then housed in the body of a soft toy by Kurosaki Ichigo and lived with Ichigo.

So far in the anime, Kon has no known purpose in the story except being the occasional comic relief. He is the target of abuse, getting tied to the toilet bowl, dressed up in victorian dresses, kicked around and torn apart... Life is not good as a soft toy except the occasional perks of peeping up Rukia's skirt or clinging to Rukia's bosom.
